Everyone is different. As a general rule, I have heard (and believe) that the last place you gain will be the first place to go when you lose. In other words, if your breasts didn't started getting bigger until you gained 50 lbs, but didn't notice it at 30, then they will get smaller when you go backwards toward 30 again.
I lost almost a full cup size after breastfeeding my 2nd child...and I really couldn't afford the loss. Unfortunately, even when I'm fat, my breasts do not get much bigger at all. But my hips...they sure do! When I lose, it's noticable in my hips first.
Last on - first off.
A side note about perkiness...something I learned when I was in the military might help - push ups. Female style is fine. But the more your chest is in shape and firm, the better a foundation your breasts have to sit on, even if they are starting to look like tube socks with a golf ball in the toe.
