I have the same problem, only bigger. A few years ago when I lost a lot of weight I rode 10 miles a day on my exercise bike. About 30 mph and I did lose my hips & thighs. Now I've got to lift weights to lose jiggly arms too. Ugh!
The exercise bike really did it for me, the only way I could balance out my body. Hope it helps again.
