The link that I posted with my reply above is from Symantec's website (the makers of Norton Antivirus). They also have a fix at the bottom of the page.

Apparently it isn't a NECESSARY file, so if you deleted it, it probably won't cause any problems. (There's info about the file itself on the same page.)
